About the role
Primorski District Administration in Varna is looking for a chief expert to work as a district technician in its Territorial Planning Directorate. This is a full-time civil-service post, on site in Varna, with one opening. The role sits at the practical heart of the district's planning work: you prepare and certify the paperwork that lets building projects move forward lawfully, and you keep the files in order from first application to final permit. A typical day mixes desk work with contact with the public. You prepare visas under Article 140 of the Spatial Planning Act and check investment projects in your district, including conceptual, technical and working designs, before passing them to the district architect for checking and approval. You draft building permits under Article 148, refusals under Articles 202 and 203, and the notices that announce planning acts, and you put together appeal files under Articles 216 and 218 of the same act. You also review technical control reports on the structural and fire-safety parts of projects, carry out checks on whether building works are being done as permitted, and answer requests, alerts and complaints from citizens, designers and companies within the statutory time limits. You will hold reception hours for citizens, designers, firms and organisations on a schedule set by order of the mayor. The minimum basic monthly salary stated in the official notice is 620.20 euros, and the individual amount is set when the successful candidate is appointed, taking professional experience into account. Requirements
Bachelor's degree; at least 2 years of professional experience and/or minimum rank IV junior; meets the conditions for appointment as a civil servant; knowledge of the Administrative Procedure Code, the Administration Act, the Civil Servant Act and the Spatial Planning Act, as tested in the practical examination; results orientation, teamwork, client focus, communication competence, professional competence, analytical competence and digital competence. Under Article 59, paragraph 1 of the Reserve of the Armed Forces of the Republic of Bulgaria Act, Bulgarian citizens who have completed voluntary reserve service enjoy an advantage when equal final results are achieved in the competition.
