About the role

Kommunal- og distriktsdepartementet (KDD) is looking for a lawyer for the Legal Section of the Municipal Department in Oslo. The Municipal Department follows up the government's municipal policy, covering municipal law, municipal and county division, state steering of municipalities and county municipalities, innovation and simplification work for the municipal sector, municipal economy, elections, democracy and local democracy. The Legal Section, today 11 competent, professionally skilled and socially engaged lawyers, is responsible for the Local Government Act (kommuneloven), which regulates the framework for the municipal sector's activities, and works to facilitate a well-functioning municipal system. The post is permanent and full-time, paid as senior adviser (seniorrådgiver) with a pay range of NOK 730,000 to 900,000 per year. Central tasks are: interpreting and guiding on legislation; investigation work, including legislation development; preparing decision bases for the political leadership; writing consultation notes and law propositions; contributing to other ministries' legislation work; and other ongoing cases. Tasks across the whole section's case field must be expected. The role offers meaningful work with the opportunity to contribute to societal development and work close to political processes, challenging tasks from the start as a new employee in KDD, and a mentor (fadder) who follows you. The person appointed must be able to be authorised for handling information classified BEGRENSET (RESTRICTED) under the Security Act. KDD uses a Semac background check in the recruitment process. Under the Public Administration Act (offentleglova) section 25, information about applicants may be published. Applications go through the official NAV listing via the apply link, where applicants answer introductory questions in the portal (replacing a cover letter), fill in the CV fields in the portal, and upload relevant attachments such as diplomas, courses/certifications and references, by 8 November 2026. Do not apply to Top Notch Spot.

Requirements

To qualify you must have: a completed master's degree in law (rettsvitenskap) or a law degree (juridisk embetseksamen); at least 5 years of relevant work experience; experience with administrative law (forvaltningsrett); knowledge of the municipal sector; good written and oral presentation skills in Norwegian; and good role understanding. It is also desirable that you have experience with law work or other relevant investigation work, knowledge of municipal law (kommunalrett), and good written and oral presentation skills in English. The ministry seeks someone who is socially engaged, interested in law work and the municipal sector, analytical and structured, who takes initiative and is curious, works independently and can quickly get into new cases and issues. Personal suitability will be given great weight.
