About the role
The Ministry of Transport and Communications is recruiting a Chief Expert for its Human Resources Directorate. This is a civil-service post, rank III junior. The chief expert supports the development, organisation, coordination and implementation of human resources management activities, including the training and professional development of the ministry's staff, and activities for healthy and safe working conditions at the ministry. Day to day this means preparing and coordinating HR documents and procedures, supporting staff development and training plans, monitoring working-conditions measures, and working with the directorate's management to keep the ministry's HR processes running smoothly and in line with the applicable rules. The minimum basic monthly salary is 620.20 euros, with the individual amount determined under the salary regulation for civil servants in the state administration by post level and grade and under the ministry's internal salary rules. One vacancy is open. Applications must be submitted by 6 November 2026 at 17:00. Selection is by a test of knowledge of the professional area of the post and of the administration, followed by an interview.
Requirements
Bachelor's degree; at least 3 years of professional experience in the field of human resources and/or healthy and safe working conditions, or minimum rank III junior if held. Higher education in any area is accepted, with preference for social, economic and legal sciences or technical sciences. Candidates in the voluntary reserve under Article 59, paragraph 1 of the Reserve of the Armed Forces of the Republic of Bulgaria Act are given preference when equal final results are achieved, under Article 14, paragraph 4 of the competition regulation.
