About the role
The World Meteorological Organization (WMO) is seeking a consultant (SSA-2026-TCU-DPPD-23) to support preparation of a Green Climate Fund (GCF) project proposal for Mauritania's national meteorological service, the Office National de la Meteorologie (ONM). The assignment supports a GCF Simplified Approval Process project, led by UNIDO and planned for submission to the GCF's 47th Board meeting in April 2027, which will strengthen early warning systems in Mauritania together with the hydrological services (the Hydrological and Dam Directorate, DHB, and the National Center for Water Resources, CNRE), building on earlier CREWS investment in the country. Working in close coordination with UNIDO and the Mauritanian meteorological and hydrological services, you will develop costed action plans covering: the climate science basis demonstrating why upgrading the services is necessary; and the planned project activities, including institutional strengthening (strategic planning, quality management, business planning, cost recovery, policy and legal frameworks), staff capacity development and training, and equipment and infrastructure, with technology choices, operation and maintenance costs, sustainability and exit strategy. Deliverables are draft sections and technical inputs to the submission-ready package by end-November 2026, followed by responses to GCF Secretariat comments (around December 2026) and to the GCF independent Technical Advisory Panel (around January 2027). The consultancy totals 37 days over a period of eight months, includes one planned mission to Nouakchott, and is remunerated at WMO pay band C or D. Applications must be made online through the WMO e-recruitment system (see the application link); WMO does not accept applications by post or email.
