Principal Specialist, Direct Payments Directorate

About the role

The Agency for Intervention and Payments in Agriculture in Chisinau is looking for a Principal Specialist to join its Direct Payments Directorate. In this permanent, full-time, on-site role you will help put the agricultural subsidy system into practice, with a focus on direct payments for farming and livestock activities. A typical day involves receiving subsidy application files sent in by territorial subdivisions, checking that each file is complete and eligible, and preparing the administrative decision that follows from that check, in the order files were received. You will also authorise payments for files that meet every legal condition, keep clear records, and work with colleagues to resolve questions about applications. The role suits an organised professional who can follow legislation carefully, handle documents accurately, and use spreadsheets confidently in a public-service setting.

Responsibilities

- Receive and review subsidy application files from territorial subdivisions - Assess file eligibility and issue the related administrative decision in order of receipt - Authorise payments for eligible files once all legal conditions are met - Keep accurate case records and follow up on missing or unclear documents - Work with colleagues across the agency on direct-payment cases

Requirements

Applicants must hold citizenship of the Republic of Moldova, have full legal capacity, be under 63 years of age, be fit for the role on health grounds, hold the required studies, and meet the standard public-service conditions on prior dismissal, criminal record and disqualification stated in the official announcement. A bachelor's degree or equivalent in economics, finance, law, administration or a related field is required, with at least one year of professional experience in one of those fields. Knowledge of the relevant legislation and of how a public authority works is required, and confident computer use, including Excel, is mandatory.

Benefits

Permanent public-service post in Chisinau. Salary from 10,800 MDL per month, plus a fixed monthly supplement of 1,300 lei as stated in the official announcement.
