About the role
The Ministry of Finance and Economic Affairs is looking for an outstanding specialist to take part in shaping and developing the state's accounting and to support continued development in the public sector's financial management. The post is full time, and an early start is desirable. The work ahead includes shaping and implementing new emphases in oversight of public finances, and the post offers exciting opportunities to improve the management of state finances and to support reform, increased efficiency and economy in state operations. The post belongs to the Office of Management and Improvement, which handles the state's financial management and operating accounts, loans, restructuring, asset and performance matters, and policy-making in state accounting matters. A typical working week combines development work on accounting rules and reporting, preparation of material on Treasury performance, dialogue with the State Financial Management Authority and other ministries and institutions, and participation in international cooperation in the Ministry's field. The Ministry describes the workplace as interesting, demanding and enjoyable, and the role suits a specialist who combines strong accounting judgement with the ability to explain complex financial questions clearly and to build trust across institutions.
Responsibilities
- Development and advice on the state's accounting - Preparation of reports on the Treasury's performance - Development of operating plans - Communication with the State Financial Management Authority (Fjársýsla ríkisins), including preparation of the state accounts - Cooperation with other offices, ministries and institutions - Participation in international cooperation in the Ministry's field - Various temporary projects on state finances
Requirements
A master's degree that is useful in the job, for example in business administration, accounting and auditing or a comparable field; good experience in accounting and auditing plus knowledge of international accounting standards; knowledge and experience of policy-making and development and change projects; analytical ability and professional judgement in assessing information and options, plus the ability to give reasons for decisions; initiative, independence and organised working methods; good communication and cooperation skills and the ability to build trust in cooperation; very good command of Icelandic and English in speech and writing (Mjög gott vald á íslensku og ensku í ræðu og riti). Preferred: experience of financial management and budgeting; command of one Nordic language.
