About the role
The National Reception Office (ONA) is looking for a public procurement manager to help define and carry out its purchasing strategy and plan. You will develop and run purchasing projects from start to finish: surveying and analysing needs, studying the market and costs, identifying suitable purchasing solutions, sizing the contract, drafting tender documents, analysing bids, negotiating, preparing award decisions, and then steering, following up and amending the contracts once signed. You will also keep a close eye on how suppliers perform, making sure contracts are properly executed, that the working relationship with contractors stays solid, and that improvements and corrective actions are identified and followed through. Budget and accounting follow-up is part of the job too: expressing budget needs, tracking and controlling expenditure, revising contract prices and checking invoices. Throughout, you will apply public procurement rules and help make the office's purchasing function work better. This is a full-time, master's-level post in Luxembourg-Centre, offered under the civil servant trainee or change-of-administration routes.
